Arkadiusz Mularczyk
Vice-Chairman of the National Council of the Judiciary
Arkadiusz Mularczyk (born February 4, 1971 in Racibórz) - politician, lawyer, Member of the Polish Parliament (Sejm) of the 5th, 6th, 7th, 8th and 9th terms of office.
In 1996 he graduated from the Faculty of Law and Administration of the Jagiellonian University, after which he worked, inter alia, in the Legislative Office of the Senate Chancellery. In the years 1998-2002 a councillor of the City of Nowy Sącz. In 2000, he completed postgraduate studies in "Human Rights and Freedoms" at the Helsinki Foundation for Human Rights in Warsaw. After completing the attorney apprenticeship, he practiced the profession of an attorney in Nowy Sącz, until 2005.
In 2005, he was elected an MP of the fifth term of office from the Law and Justice list in the Nowy Sącz district, with the result of 9,566 votes. In the Sejm, he was deputy chairman of the Justice and Human Rights Committee and the Extraordinary Committee for Codification Changes, chairman of the permanent subcommittee for the amendment of criminal law, member of the Legislative Committee and the standing subcommittee for the Constitutional Tribunal. In the parliamentary elections in 2007, he won a parliamentary seat for the second time, receiving 47,929 votes. In the Sejm of the 6th term of office, he was deputy chairman of the Justice and Human Rights Committee and a member of the Legislative Committee. He also sat on the investigative committee for illegal exertion of influence on officers of the secret services and the judiciary. In 2011, he was re-elected as an MP with 45 801 votes. In the Sejm of the 7th term of office, he worked in the Constitutional Accountability Committee and the Foreign Affairs Committee. In the 2015 elections, he again won a parliamentary seat from the Law and Justice list, having obtained 36,903 votes. In the eighth term of office, he focused on working in the Legislative and Foreign Affairs Committee. He was also the Chairman of the Extraordinary Committee for Codification Changes. In the 2019 elections, he successfully ran for re-election, receiving 72,660 votes. In the Sejm of the 9th term of office, he is the deputy chairman of the Parliamentary Committee on Foreign Affairs and the Legislative Committee. He often represents the Sejm of the Republic of Poland in proceedings before the Constitutional Tribunal.
On November 22, 2019, he was elected by the Sejm to the National Council of the Judiciary. On October 13, 2020, he was elected the Vice-Chairman of the Council.
In 2011, he was appointed a member of the delegation of the Sejm and Senate to the Parliamentary Assembly of the Council of Europe in Strasbourg, a function he holds to this day. In the Council of Europe, he is an alternate member (and Vice-Chairperson in the period between 24th January 2018 – 26th January 26 2020) of the Committee on the Election of Judges to the European Court of Human Rights. On January 25, 2021, he was elected Vice-President of the Parliamentary Assembly of the Council of Europe.
